We are seeking a Senior Manager, Business Development to initiate, manage, and contribute to business development activities and the development of solicited and unsolicited proposals. This position supports revenue generation for ICMA's grant and contract-funded programs by identifying and tracking new business opportunities and cultivating relationships with industry partners. The Senior Manager, Business Development manages cross-functional proposal teams, oversees proposal processes, and ensures compliance and quality control for proposal submission.
The Senior Manager, Business Development reports to the Managing Director, Research, Development, and Technical Assistance.
What You'll Do:
Facilitate and guide capture and proposal teams in the development of responsive and competitive solutions, including working with Proposal Leads to design and develop robust technical design, management, partnering, and recruitment strategies in a timely manner, and working with Contracts and Finance teams within ICMA to ensure competitive and compliant cost proposal and budget preparation
Develop technical and cost volume outlines, compliance matrices, proposal development calendar; write non-technical sections as needed; organizes kick-off meetings and all other preparatory and check-in meetings, other tasks as needed
Monitor and maintain pipeline of funding opportunities through USG and other funder postings; notify teams with forecasts, updates, and amendments
Review technical and cost volumes, including annexes; conduct re-writes and editing as required; work closely with technical writers to ensure the proposal is responsive to the evaluation criteria of the solicitation
Participate in communities of practice, working groups, or learning events related to ICMA's business development strategy and represent ICMA effectively
Position is delegated authority to hire for approved positions, supervise and develop staff and/or consultants, and develop, manage, and distribute funds allocated in the budget
Work with the Research and Development Director and other ICMA directors to develop and implement annual strategic action plan and budget
Develop high quality, tailored pitch materials and responses to RFPs with meaningful ideas and creativity to shape strategic pursuit
Lead weekly Business Development team meetings to review all active and upcoming bids and proposals, and delegate tasks and responsibilities as needed
Facilitate internal process for and vote on go/no-go decision for potential bids
Initiate and develop effective working relationships with potential partners, counterparts, stakeholders, subaward partners, technical specialist, and donor agencies as appropriate
Externally promote ICMA by attending events, networking with relevant agency stakeholders, and displaying a clear understanding of the past and present portfolio and organizational history
What You Need To Be Successful In This Role:
Bachelor's Degree in public policy, political science, business administration, or related discipline
Eight (8) or more years subject-matter experience in relevant professional discipline and in leading cross-functional based projects
One or more years of international work experience
Master's Degree in business administration, communications, international relations, or other related technical or scientific discipline preferred.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of proposal development lifecycle and process management
Knowledge of proposal development for USAID, DOS, EPA, DOE, and other federal and foundation solicitations
Strong business development credentials, including business planning, proposal management, coaching, research, analysis of RFPs, generating pitches, and client development strategies
Skill in proposal development and business/technical writing for business development including managing bids, writing, budgeting, staffing, and editing proposals
Skill in managing concurrent and competing deadlines and priorities, being attentive to detail, and managing and developing teams
Interpersonal skills to build and work with proposal teams and work with diverse cross-functional teams
Clear and effective oral, written, and presentation communication skills including business writing and editing
Ability to think strategically and demonstrate strong leadership skills in a fast-paced, demanding environment
Strong project and process management experience
Proficiency in MS Office applications and Adobe Acrobat DC

This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Travel domestically and internationally may be required.
